Description
The Right of Way Project Manager is responsible for planning, coordinating, and overseeing all right-of-way acquisition activities for transportation, utility, and infrastructure projects across Texas. The Project Manager serves as the primary point of contact between clients, landowners, consultants, and regulatory agencies.
Key Responsibilities
Project Management
• Manage all phases of right of way acquisition projects, from planning through closeout
• Develop and maintain project schedules, budgets, and work plans
• Monitor project progress and ensure milestones are met
• Identify risks and implement mitigation strategies
Right of Way Acquisition & Compliance
• Oversee property acquisition, easement acquisition, and access agreements
• Ensure compliance with Texas property laws, TxDOT Right of Way Manual, and the Eminent Domain Laws of Texas.
• Review appraisal, review appraisal, negotiation, and relocation documentation
• Coordinate condemnation support activities when required
Client & Stakeholder Coordination
• Serve as primary liaison with clients, local agencies, utilities, and private entities
• Coordinate with attorneys, appraisers, surveyors, environmental teams, and title companies
• Address landowner concerns and support negotiations as needed
Team Leadership
• Supervise and mentor ROW agents and support staff
• Assign workloads and monitor performance
• Ensure consistent quality and compliance across all project activities
Reporting & Documentation
• Prepare and present project status reports to clients and management
• Maintain accurate project records and ROW files
• Support audits and reviews by state or federal agencies
Required Qualifications
• Bachelor’s degree in Real Estate, Business, Public Administration, Civil Engineering, or a related field (or equivalent experience)
• Minimum 5–8 years of right of way experience in Texas
• Minimum 2–3 years in a project management or supervisory role
• Strong knowledge of:
o Texas property and condemnation laws
o TxDOT ROW procedures
o Uniform Act requirements
• Valid Texas driver’s license
Preferred Qualifications
• R/W-AC, R/W-NAC, SR/WA, or similar IRWA certifications
• Experience managing utility, roadway, or energy corridor projects
• Familiarity with ROW management software and GIS tools
Work Environment & Travel
• Combination of office, field, and remote work
• Frequent travel throughout Texas
• Occasional evening meetings with landowners or stakeholders
