Position Summary

Norfleet Land Services is seeking an experienced Permitting Manager to lead and manage the permitting efforts for oil and gas midstream infrastructure projects, including pipelines, compressor stations, terminals, and related facilities. This role is responsible for overseeing all federal, state, and local permitting activities, coordinating with regulatory agencies, landowners, environmental consultants, and project stakeholders, and ensuring projects remain compliant, on schedule, and within scope.

The ideal candidate brings a strong understanding of midstream permitting, exceptional organizational skills, and the ability to manage multiple projects across varied jurisdictions.

Key Responsibilities

  • Manage and oversee the full lifecycle of permitting activities for midstream oil and gas projects, including pipelines, facilities, and linear infrastructure
  • Identify required permits and approvals at the federal, state, local, and tribal levels (e.g., Corps of Engineers, state environmental agencies, county authorities, etc.)
  • Develop permitting strategies, schedules, and budgets in coordination with project managers and clients
  • Serve as the primary point of contact with regulatory agencies, ensuring timely communication and issue resolution
  • Supervise and mentor permitting staff and coordinate work with environmental, engineering, survey, and ROW teams
  • Review, prepare, and submit permit applications, supporting documentation, and agency responses
  • Track permit status, conditions, and compliance requirements throughout project execution
  • Manage third‑party environmental or permitting consultants as needed
  • Ensure compliance with applicable environmental laws and regulations (e.g., NEPA, Clean Water Act, state environmental rules)
  • Provide regular status updates, risk assessments, and recommendations to clients and internal leadership
  • Support clients during public meetings, hearings, and agency negotiations when required

Qualifications

Required:

  • 5+ years of permitting experience in oil and gas midstream or linear infrastructure projects
  • Demonstrated experience managing multiple permitting efforts across diverse jurisdictions
  • Strong working knowledge of federal and state permitting processes and environmental regulations
  • Proven leadership and team management experience
  • Excellent written and verbal communication skills
  • Ability to effectively interface with regulatory agencies, clients, and landowners

Preferred:

  • Experience working for or with a land services company
  • Familiarity with ROW acquisition workflows and coordination
  • Experience with large‑scale pipeline or multi‑state projects
  • Professional certifications or regulatory training (a plus)
