Norfleet Land Services is a privately owned, Texas-based company that provides land and right-of-way services in support of energy development to both private and public organizations across the Southern United States. Our services span across the entire right of way and land services industry and include right of way land acquisition, project management, easement negotiation and acquisition, title research, permitting, condemnation support, relocation, survey and database coordination, document preparation and construction support.

The Norfleet team has a collective 75+ years of land services and management experience and is committed to meeting the needs of our clients and landowners through open communication, hard work, and best-in-class service. Combined with the industry’s most advanced technology, our people are experts in project management, navigating the complexity of the land services industry, and developing real, trustworthy relationships with our clients.

Our History

The Story of J. Frank Norfleet

Set to the backdrop of the wild Texas frontier with swindling conmen and eventually leading to an over four-year, thirty-thousand-mile chase across two continents, the life of J. Frank Norfleet is the story of a real-life Texas cowboy who took the law into his own two hands as he set out on his quest to bring a gang of greedy double-dealers to justice. Beginning in the fall of 1919, Frank discovered that seemingly overnight, he’d been swindled out of $45,000 and left with $90,000 of debt.

Driven by his determination to catch the conmen known as Joe Furey, E.J. Ward, W.B. Spencer, Charles Gerber, and Reno Hamlin, Frank Norfleet found himself on a wild-goose chase across the Western Hemisphere. With no help from the government or law enforcement, Frank embarked on and single-handedly funded a four-year expedition to bring the criminals to justice. By drawing on his experiences as an avid game hunter, Norfleet searched far and wide for the five infamous scam artists.

Frank’s journey spanned from the Atlantic to the Pacific, down into Mexico and then to Cuba, and even up into the Canadian wilderness. With the scenic North and South American terrain serving as the backdrop for his historic game of catch-me-if-you-can, one can’t help but get caught up in a life story as scandalous and exciting as most works of literary fiction.

Our Team

Casey Fields

Co-CEO, Norfleet Land Services

Casey Fields is the Owner of Norfleet Land Services where he works to provide best-in-class land services with a hands-on approach to hiring good, trustworthy people, meticulously managing projects and developing strong, trustworthy client relationships across the Southern United States. With over 13 years of experience both in-house and as a landman in the field, Casey approaches every project with an unmatched level of care and dedication to ensure the success of every project, big or small — always treating his clients’ investments as if they were his own. Like the namesake of his company, Casey prioritizes integrity, persistence, and hard work by going the extra mile and enabling an energizing company culture and longstanding partnerships with clients, landowners, and everyone in between.

Born in West Texas, Casey Fields grew up around the oil and gas industry of Texas where his father worked in surface and mineral land acquisition in and around Abilene, Texas throughout Casey’s childhood. Casey was introduced to Ross Short, Norfleet’s managing director, while playing collegiate baseball for Vernon College in Vernon, Texas. After going their separate ways, the two were soon reunited after college graduation while working in Weatherford, Texas.
Before starting Norfleet, Casey got his start as a Right of Way Agent for Crosstex Energy. Throughout his 13 year tenure, Casey worked across North and West Texas, with stints at Mustang Engineering, Chief Resources, Energy Transfer Partners, and Chesapeake Energy.

Over time, it became evident to Casey that there was always an adverse relationship and sort of tension between midstream and service companies, with service companies overstaffing unnecessarily, and ultimately lacking integrity to get the job done right the first time. From this experience, Norfleet was created. With a hands-on, active management style, Casey and Ross’ learnings over their respective careers serve as the foundation of servicing the industry — developing Norfleet’s reputation for being hardworking, respectable, and dependable partners throughout the land acquisition process.

Casey earned his Bachelor of Science from Texas A&M University in College Station, Texas and holds his Easement/Right of Way license as well as his real estate license. Casey lives in Fort Worth, Texas with his wife, Lauren Fields, a landman for Dale Operating, and their son, William (1).

Ross Short

Co-CEO, Norfleet Land Services

Ross Short is the Co-CEO of Norfleet Land Services where he helps drive the business forward with a focus on supervising and improving operations and teams, hiring employees, and managing client relationships alongside Casey Fields. With experience being both in-house and in the field, Ross has a thorough understanding of the land acquisition system and seeks to better the traditional client-service company relationship by doing the right thing first and treating client projects and investments as if it were his own. Despite his role helping to grow the company, Ross is still very much involved in the day-to-day of client projects, largely in part to the hands-on, active management style that serves as the foundation of Norfleet’s reputation for being hardworking, respectable, and dependable partners throughout the land acquisition process.

Born and raised in Abilene, Texas, Ross first met his now business partner, Casey Fields, while playing collegiate baseball for Vernon College in Vernon, Texas. Upon transferring colleges, Ross and Casey went their separate ways before soon crossing paths again as Casey’s father encouraged Ross to enter the land services business upon Ross’ graduation from Texas Tech University in 2006.

From there, Ross began his career in land services as a Right of Way Agent for Crosstex Energy. During his 13 year tenure before joining Norfleet Land Services, Ross worked across the land acquisition industry both in-house and in the field with access to midstream project with Energy Transfer, Enterprise Products, Chesapeake Energy, Access Midstream, eventually rising to a Right of Way Supervisor with Williams.

Ross earned his degree in history and political science from Texas Tech University in Lubbock, Texas, and holds his Easement/Right of Way license as well as his real estate license. Ross currently resides in Fort Worth, Texas with his wife, Christina Short, a nurse manager at Cook Children’s, and their three children: Cameron (9), Kennedy (6), and Ryland (6 mos).

Mark Bardwell

Vice President of Business Development

Mark Bardwell is the Vice President of Business Development of Norfleet Land Services where he is responsible for overseeing business development for both small and large scaled projects. Mark is also an integral part of implementing policies and standards that are vital to project execution. Mark’s career in Land and Right-of-Way spans 39 years, including 21 at Tennessee Gas Pipeline (now owned by Kinder-Morgan), 3 years as a consultant for Houston Pipeline and 15 years at DCP Midstream as Senior Director of Land. During his career he has worked in asset divestitures, pipeline operational support and directed major Right-of-Way projects – including Sandhills and Valley Crossing Pipeline. Mark graduated from Mississippi State University with a degree in Real Estate and Mortgage Finance. He also holds a Texas Real Estate Broker License, serves as a certified IRWA instructor.
